It will be remembered that, even in the cause of the prevention of the importation of plague cases into this Colony, the Government declined to go in for the immense expense of medical inspection of the Canton steamers and junks. How much more then should the Government hesitate, for the sake of a few thousand dollars of annual expenditure, to pass a Bill like the present which will involve either the Government or shipowner in heavy expense, will seriously interfere with the freedom of this port and will tend to restrict the immigration of desirable as well as of undesirable classes of Chinese.

Moreover, as has been already pointed out above, it is impossible to achieve the object of this Bill, unless a thorough watch is kept on the border and also in the Bays of the New Territories and in Hongkong.
